Dumpster Permits in Jackson and the Metro, City by City

Two questions decide whether a container can go where you want it: does the city allow it in that spot, and does it license the company supplying it? Here is what each city's own code and pages say, as read in October 2026.

The short version

Driveway or private lot: we found no city on our list with a permit written for a roll-off on private property — but Madison wants temporary units on the driveway, and Byram limits how long construction debris can sit on a residential lot. Street, alley or sidewalk: Jackson, Ridgeland and Canton all ban obstructions in the street by ordinance, and no city on our list publishes a dumpster street permit or fee. Who may supply the container: Jackson (§106-86), Clinton (§46-196) and Brandon (Ch. 66) license or permit haulers in their codes. Mississippi itself has no general roll-off hauler license that we could find. Where a city requires one, we hold ours before you book.

Jackson — the home city

Driveway or lot: no City permit written for roll-off dumpsters was found. Chapter 83 regulates PODS-style portable storage containers on residential lots — 30 days, then a $25 Building Permit Division permit to day 60 — but it is written for storage units, not roll-offs. Street, alley or sidewalk: §110-61 makes it unlawful to put containers or any obstruction there, with fines of at least $100, $250 and $500 for first, second and later offenses. The exception in §110-21 is for building work: the city engineering section of Public Works or the building inspector can authorize use of the street in front of the job, in writing, for up to 90 days, with lights at the outer corners each night. No fee is published. Call us before you plan a street drop.

Who may haul: §106-86 requires every commercial or contract hauler of garbage, trash, refuse and tree trimmings — contractors' debris included — to hold a permit from the Director of Public Works. It is $50 per vehicle a year, each truck is inspected (§106-87), and the permit number has to be shown on the truck (§106-88). We hold ours. Demolition: §26-1 requires a permit from the building official, and §26-5 says the site must be cleared of all debris within 30 days after demolition; the fee is not published. In the Belhaven, Belhaven Heights, Farish Street, Medgar Evers Neighborhood and Morris historic districts, demolition also needs a Certificate of Appropriateness (§70-81).

Hinds County towns and Crystal Springs

Clinton §46-196 is the plainest hauler rule in the county: anyone who contracts to remove garbage or rubbish for others files with the City Clerk, pays a $50 fee, posts a $500 bond and renews yearly. The code does not say whether it covers temporary construction roll-offs — we hold ours. §46-158 puts construction and renovation waste on the owner, occupant or contractor. Work in the right-of-way needs City Engineer approval (§82-31); whether a container counts is not stated, so check with Public Works (601-924-2239). Byram requires a city permit for demolition and bars construction debris from sitting on a residential lot more than 30 days (§302.10.4). Contractors register with the City ($25 a year plus a $5,000 bond); whether that covers a hauler is not stated. Street placement: Public Works, 601-372-7791.

Raymond sends building permits to Hinds County Permit & Zoning, 127 West Main St (601-355-5524). Bolton issues privilege licenses and building permits at Town Hall (601-866-2221). Terry (601-878-5521), Edwards (601-852-5461) and Utica (601-855-8718) publish no dumpster, hauler or demolition rule online; we confirm with Town Hall. In unincorporated Hinds County no county hauler or roll-off permit was found. Crystal Springs (Copiah County) has a truck-route ordinance, No. 388, that covers any truck over 10,000 pounds: through trucks keep to MS 27, US 51 and a set route via Coor Springs Rd, Bradley Ln, Jackson St and S. Pat Harrison Dr; local deliveries use those routes plus North and South Jackson Street, then the most direct way to the address.

Madison County

Madison lists "POD storage" and "Demolition of a building" among work needing a city permit, and zoning §5.07.15 says temporary storage devices in residential districts go on private property, on the driveway unless the Zoning Administrator approves otherwise, with a $100 mandatory fine per day without the required permit. Dumpsters are not named, so we treat it as the closest rule and keep containers on the driveway. HOA covenants may apply too. Ridgeland §94-1 bans containers and any obstruction in streets and alleys, and §110-101 makes a traffic obstruction a misdemeanor. Its 2026 collection RFP excludes premises needing roll-off containers from the city program. No hauler-permit ordinance or fee was found; we confirm with Public Works (601-853-2027).

Canton §29-3 bans obstructing any street, sidewalk, curb, gutter or alley. The rule that matters most is §14-6: all municipal solid waste generated in Canton and disposed of in Mississippi must go to the City landfill at 303 Soldier Colony Road — up to $1,000 and 90 days, each day a separate offense. In a historic district, the preservation commission reviews demolition (§25-57). Flora: demolition in the Flora Station district goes through site plan review (zoning §1504); Town Hall 601-879-8686. Gluckstadt: demolition permit $200 or by valuation, whichever is greater (Ord. 2022-16); no hauler license or street rule found.

Rankin County

Brandon is the clearest: Ch. 66 §66-61 makes it unlawful to collect solid waste in the city without a contract or a privilege license, and §66-63 to §66-65 require an application with equipment, rates and insurance, approved by the mayor and board of aldermen. The fee is not published. We hold ours. Commercial dumpsters must sit behind the business in an enclosure — "with exception to temporary construction containers" (§66-48) — and §50-112 bars blocking any driveway, alley or road with a device. Demolition permit $200. Pearl: no hauler license or street permit found; §30-31(d) bans refuse in ditches, gutters and the traveled street; demolition permit $200.

Flowood says every business should hold a privilege license, and its Engineering office (601-420-3322) handles right-of-way permits — whether a roll-off needs one is not stated. Richland requires a city privilege license for all businesses; no dumpster rule found. Florence registers construction contractors (a $5,000 bond and insurance), which is separate from hauling; its nuisance ordinance exempts construction debris stored during permitted work. Pelahatchie wants a permit for new structures, additions and renovations (601-854-5224). Star is unincorporated, so Rankin County rules apply, and no county hauler license or road right-of-way rule for roll-offs was found.

Demolition and asbestos — the state layer

Whatever the city, MDEQ sits on top. It wants 10 working days' notice before any regulated demolition — even where no asbestos is found — and before renovation that disturbs at least 160 square feet, 260 linear feet or 35 cubic feet of regulated asbestos material. The building has to be inspected first by an MDEQ-certified inspector. Individual homes, including buildings with four or fewer dwelling units, are generally exempt, but not when more than one is coming down as part of a development project. Notices go to notifications@mdeq.ms.gov; MDEQ publishes no fee. Asbestos never goes in a roll-off.

What this means when you book

Tell us the address and where you want the box. A Jackson driveway is the simplest case; a street spot anywhere takes a call and some notice. In Jackson, Clinton and Brandon, we hold the hauler permit or license that city requires — we would rather settle it on the phone than have a container turned away. Canton jobs go to the Canton landfill by law, and the price reflects it.
