Who may collect: § 14-15, written in 1959, says all residential and commercial garbage is picked up by the City's sanitary department "except as otherwise provided." It does not mention roll-offs or construction debris; § 14-26 separately puts brick, concrete, lumber and other heavy debris on the owner, and § 14-21 lets businesses use large mechanically loaded containers of a cubic yard or more. We found no hauler licence or franchise in Chapter 14. Call us and we will confirm with the City how your job is treated before booking.
In the street: § 29-3 makes it unlawful to obstruct any street, sidewalk, curb, gutter or public alley "in any manner or by any material whatsoever." No container permit was found — driveway or site only.
