Permits, placement and who may haul in Jackson
Who may haul — the rule that matters: City Code § 106-86 says every commercial or contract hauler of garbage, trash, refuse or tree trimmings — from homes, businesses, landscapers or builders — must hold a permit from the Director of Public Works. Under § 106-87 each truck is inspected and the permit is $50 per vehicle per year, and § 106-88 wants the permit number shown on every truck. We say this plainly: the City permits haulers, so ask us to confirm ours when you book.
On your driveway: we found no City permit written for roll-off dumpsters on private property. The City's portable-storage rule (Chapter 83) is written for PODS-type storage units, not roll-offs, and it bars those units from any city street or right-of-way. A driveway or your own lot is the place for a container.
In the street: Code § 110-61 makes it unlawful to put boxes, containers or any obstruction in a street, alley or sidewalk — fines start at $100 and rise to $500. The one exception (§ 110-21) is for building work, where the engineering section of Public Works or the building inspector authorizes street use in writing, with lights at the corners every night and a 90-day limit. No permit fee is published. Tell us before booking if the street is the only option.
Knocking something down: demolition needs a permit from the building official (§ 26-1), through the Building Permits Division at City Hall, 219 S. President St, or the City's online portal; the fee is not published. The site must be cleared of all debris within 30 days of the demolition (§ 26-5). MDEQ also wants 10 working days' notice before any regulated demolition — single homes and buildings of four or fewer units are generally exempt unless they are part of a bigger project.
